Why is Hestatian a level 6.5? Well despite the fact he isn’t as powerful as Convienian, he is more skilled, and his political influence is greater. As the leader of the Rebellatrix, the largest criminal organization in Tempora, his reach is great on both sides of the war. While he will have trouble combating people as powerful as Justa and Delitor, he is smart enough not to fight them directly. He also is a popular leader, both with lower ranking Temporans, and people who are not Temporan at all.
