Why is Oprepo a level 3? Well he is Excidian’s lackey, and Excidian isn’t tolerant of people who are powerful enough to be a threat to him. Anyone who serves directly under Excidian therefore, tends to be weak. Oprepo’s Temporan potential and actual power is rather low. Excidian also intimidates him, so Oprepo doesn’t have the courage to seek a higher position.
