Why is Philippus a level 5? Well he is in an important position, so he needs to be at least average in Temporan power and potential. He also needs to be intelligent and politically savvy, since he is more or less a diplomat and representative in the British court for the Alveians, and the Central Alliance over all. But he isn’t any more powerful or influential than average. If he was, he would be actively seeking a higher position such as becoming an advisor to Justa.
